The Research On Marketization Of Urban Domestic Refuse

The issue of domestic refuse has been an environmental problem which troubled the whole world. With the accelerating urbanization today, high growth and inefficient disposal of domestic refuse is an objective contradiction. As a way to improve the domestic refuse disposing efficiency and solve the domestic refuse issue, foreign cities and domestic cities have engaged in market-oriented reform of urban domestic refuse disposing.Guiyang was selected as the research object in this paper. The case study, comparative research, literature research and field research were combined to analyze the problems of domestic refuse disposing in the process of marketization in Guiyang. Base on the real situation of Guiyang, the author analyzing many efficiency experiences at home and abroad and in reference to China’s existing institutional framework of domestic refuse management to put forward new proposals for promoting the market-oriented reform of domestic refuse disposing in Guiyang. Many existed problems of the market-oriented reform for disposing domestic refuse in Guiyang was found during the study for this paper. For instance, the management system and the disposal technologies are backward, regulations are incomplete, and the market mechanism is not perfect. In this regard, the author analyzes the experience of the marketization of urban domestic refuse disposal in Germany, France, Japan and other developed countries as well as some of China’s first-tier cities. Then according to the current problems and the actual market infancy of the market-oriented reform during domestic refuse disposing in Guiyang, the author raises a scheme that build a integrated mode of domestic refuse disposing for Guiyang. In this mode, the Guiyang City should strive to reform and improve the current urban domestic refuse management system, foster effective competition in the market environment and market structure.
