Water crisis facing humanity is an indisputable fact. Our increased the urbaninfrastructure construction and environmental protection investment, strengthen thecomprehensive environmental governance, so that the total discharge of pollutantsunder effective control in some areas, and urban environmental quality has improved.However, according to the results of the statistical analysis of environmentalmonitoring, China’s water pollution situation is still very serious, large amount ofpollutant emissions, pollution levels are still at a very high level.Sewage treatment can be used in today’s large cities have a lot of processmethods, selection of process indicators and related construction is reasonable andgradually become a leader in the important factors affecting the construction ofsewage treatment plants. Firstly, from a mature technology, advanced technology,reliable operation, and other professional technical factors to proceed, after the actualinspection, elected Shuang’gou system (DE) oxidation ditch process and SBR processof CAST technology as an alternative. Then followed by a series of technical andeconomic analysis of comparison, the construction of the Xi’an High-tech Zonecottage base sewage treatment plant investment, environmental impact, economic andother integrated social factors, and thus the feasibility of the Xi’an High-tech Zonecottage base to provide sewage treatment plant construction a theoretical basis.The study by selecting the reasonable evaluation indicators and influencingfactors, the use of scientific evaluation criteria, the gray relational model in theprogram will be selected wastewater treatment process, the advantages of the GreyRelational Model for sewage treatment process selection to make a reasonableassessment, the various factors and related mathematical models, and to improve theinformation utilization. Gray correlation analysis of gray system theory as animportant part, not only for the data sample unlimited, easy to calculate, but it is bycalculating the correlation between the number of columns in comparison with theideal number of columns can be quantitatively analyzed project’s impact on thesurrounding environment quality degree.
