At present, environmental pollution has become a big international issue as well associal economy, politics and security issues. With the development of science and technology,the multiple types of environmental pollution also occur, among which light pollution is anew environmental pollution after appearance of pollutions of waste gas, waste water, wasteresidue and noise pollution. After entering the21st century, the harm of light pollution isincreasingly serious. Currently different levels of light pollution are found in different areas ofChina and cases of light pollution appear constantly especially in the southeast coast and thefirst-tier cities. But there are few relevant laws and regulations, department regulations andother normative legal documents which could be adapted to handle light pollution. Laws inexistence cannot provide ideal means of relief and result for people. Thus there must be alegally clear definition of light pollution and a perfect relief system should be established tobetter protect the lawful rights of citizens from being damaged.Besides the introduction and conclusion this article is divided into four parts:Part I ismy light pollution connotation interpretation, specifically describes the meaning of lightpollution, types, characteristics, hazards and current situation. Part II makes an introductionabout the legislation of preventing and controlling in China. Current situation of legislationand specific legal system about prevention and control of light pollution are discussed indetail analysis from the national legislation and the local legislation aspects and existingproblems of legislation on light pollution are elaborated. Part III makes a comparativeresearch on situation of legislation of preventing and controlling light pollution abroadthereby providing lessons for China in light pollution prevention and control. Part IV proposessolutions to light pollution and control in China. On the basis of studying developed countriesexperience of legislation of preventing and controlling light pollution, some individualproposals are offered for purposes of establishing legislative intent of preventing andcontrolling light pollution in China, establishing legislative models, completing administrativemanagement system, improving environment supervisory system and setting down legal institutions.
