| From making fire by drilling wood to Edison invented light bulb, human never stop pursuinglight. The brightly illuminated world is the ideal of human. Actually, with the development oftechnology, the "nightscape lighting projects" and "lighting projects" were introduced into someeconomically developed cities, although all these can establish good images for city, rich citizens'life, reduce crime and traffic accidents and ensure the safety of night-time pedestrians, people werenot aware that a kind of new pollution brought us inestimable bad effects physiologically andpsychologically. They also have not realized how it influence the growth and reproduction ofanimals and plants. This kind of new pollution is light pollution.Light pollution is a king of new pollution which is found and taken seriously in the severaldecades. It mainly came from the advertisement, illumination and glass walls. Light pollution wasfirstly discovered in economically developed countries, such as European countries and Japan. Butthese years, with the development of economy, the developing countries also realized thethreatening of light pollution.Nowadays, people nearly live in light environment the whole day, the scenery of bright stars inthe night sky lost in our memory gradually, the overuse of lights results in around5%of us neverrealized the real Milk Way Galaxy. The most serious things is,with the increase kinds of lightpollution, people is suffering unexpected hurt.This paper is offering a proposal for light pollution law-making via analyzing current lightpollution situations and the pollution hazard. Our country makes the light pollution prevention andtreatment law with international standards and in line with local laws, also based on overseasuccessful experience of legislation and perfection of existing local laws to protect the lawful rightsand interests of citizens. |
