| Special equipment is vital for modern industrial production, and different from generalequipment, because they are more dangerous and prone to accidents. The accidents causedby special equipment would cause enormous injuries, even deaths, and a great loss inproperty. With great development in China, more and more special equipments arecommonly used in modern enterprises, and play a non-substitutable part in modernmanufacture. However, there are innumerable lurking perils in the chain from manufactureto application. It is a great challenge to Bureau of Safety Supervision of Special equipment.Applying The theory of Government Regulation and Accident Caused by SpecialEquipment to analysis, this thesis explains five traditional ways of supervision in specialequipment from Bureau of Safety Supervision of Special equipment of City M by comparingthe differences in supervision between domestic and foreign in the application of literatureresearch,comparative analysis, empirical research and inductive analysis. They are"Guangdong Province Special Equipment electronic monitoring system" supervision,Special equipment permits regulation, Technical agencies periodic inspection, Siteinspection and monitoring and Complaints supervision. The above five traditional ways ofsupervision are inefficient in decreasing the lurking perils because they throw the supervisorsinto passivity into passivity in facing lurking perils instead of take precautions against them inthe background of local protectionism and common relation in China. The author combineshis work experience, to analyze the advantages and disadvantages of traditional regulatoryapproaches. The author combines City M situation, proposed solutions of how to improvethe efficiency of special equipment safety supervision and Special equipment safetysupervision to achieve closed-loop. They are Strengthen the production, and use of safetyresponsibility, Establishment of special equipment handling mechanisms for risk assessmentand grading, Strengthen supervision of departmental interaction and Introduction InsuranceAssistance. This thesis proposes an effective protection of special equipment safetysupervision methods of City M, and to provide useful references of special equipment safetysupervision mode reform and improvement. |
