Review And Reflection On The Construction And Operation Of City Sewage Treatment Plant

With the rapid development of China’s urbanization process, the city life sewageemissions growth, large amounts of untreated sewage directly discharged into natural waterbodies, leading to water pollution is becoming more and more serious. The construction ofcity sewage treatment plant is an important way to solve the water pollution of the city,however, due to the restriction of capital, technology and management, city sewage treatmentplant construction and operation condition is generally not ideal, how to improve the citysewage treatment plant construction and operation status, need to adapt to the developmenttrend of urbanization, the local governments at all levels to solve the realistic problemurgently.In this paper, the recent Foshan Nanhai city sewage treatment plant construction andoperation were reviewed, the statistics of the sewage treatment industry of Nanhai District ofcity based on data of different stages of development, conscientiously sum up its developmentcharacteristics, reflect the sticking point of industry development, to explore solutions topractical. From the comparison of treatment process selection in Nanhai District sewagetreatment plant operations in terms of standards, the cost of investment, operating cost, toevaluate its influence on the operating efficiency of sewage treatment plant; review ofapplication of BOT, TOT, government operation mode in the process of the South China Seaarea sewage treatment plant construction and operation in contrast, summarizes the efficiencydifferences, to evaluate its applicability, summarized the main problems and proposes thesolution countermeasure; review of Nanhai District Government in the construction andoperation process of sewage treatment plant in the analysis of the function of governmentpolicy, the status quo and the existing problems, summarize the government marketpositioning in sewage treatment process function and transformation.The main conclusions are as follows:(1) in recent years, Nanhai Districtthe sewage treatment plant construction has realizedthe leap frog development, sewage treatment capacity gradually adapted to the demand ofregional economy development, provides the environment support for regional sustainabledevelopment.(2) the main treatment process of Nanhai Districtthe sewage treatment plant in the bothcan meet the energy saving and emission reduction, stable operation, in which CASStechnology shows the adaptability, stability and better economy. (3) Nanhai Districtthe introduction of market-oriented means, adopting BOT mode ofconstruction and operation of city sewage treatment plant, the sewage treatment capacityincreased substantially in the short-term, the city sewage treatment rate, to meet the basicsewage treatment Mission City Development requirements.(4) there are government functions are not allowed, the city sewage treatment plantconstruction and operation process of ineffective supervision and lack of execution, etc., needin the future work to improve constantly change to meet the needs of the sewage treatmentmarket.
