Water resources issues, is not only the ecological and environmental problems,but also the social, economic and political issues, which is directly related to thenational security and social stability. However, with the development of urbanization,water supply and demand become more prominent, the number of water-relateddisasters keeps on the rise, water safety problems have become increasinglyprominent. In this paper, based on the full understanding of the concept of watersafety and its basic theory, I take Nanchang for example, making a "driving force-Pressure-State-Response"(DPSR) model to build a system for safety evaluation ofwater of Nanchang, Using AHP, entropy method, fuzzy comprehensive evaluationmethod and other methods.In my article, the state of security are divided into4level, when the value ofwater safety is from0to0.3, the water resources is unsafe;0.3to0.6, in the basicsecurity status;0.6to0.8, in a relatively safe state;0.8when~1, in a safe state.Through a comprehensive evaluation, from2003to2012,the overall value of thewater safety of Nanchang is between0.35to0.45, indicating that water environmentof Nanchang is under the basic safety, but not optimistic. Throughout the indexsystem, the weights of Socio-economic security and water quality safety are bigger,But socio-economic safety value is low, Therefore, Nanchang need to accelerateeconomic development, in order to provide financial support for the protection of thewater environment safety. Water quality safety value is higher, but it’s on a downwardtrend, so we need to take measures to protect water quality. Seven indicators such asper capita arable land area, urbanization rate, the forest coverage rate, chemicalfertilizer on unit area, comprehensive utilization of industrial solid waste, waterconsumption per capita day life, per capita water resources have a greater impact onthe water environment security. The indicators of per capita arable land and forestcoverage rate are lower than the standard value, so Nanchang need strengthen themanagement of land resources. Farmland use too much fertilizer, industrial wastewater discharge overmuch, and the wastewater treatment rate is low, So Nanchang need to control pollution at source, fertilize rational, improve the recycling rate ofindustrial wastewater, reduce the emissions of industrial wastewater, strengthen theconstruction of sewage treatment facilities, reduce the sewage discharge. With thedevelopment of urbanization, the urban population increase, the demand pressure forwater environment is increasing, the rate of water resources utilization increase, is notconducive to the sustainable development of water environment, so Nanchang cityneed to increase income and reduce expenditure, exploit and utilize water resourcesreasonably.According to current situation of Nanchang water environment security,5guarantee measures are put forward. Namely, to accelerate economic construction;controlling pollution emissions; to exploit new water sources, urban waterconservation; to Sound water environment management; improving thecorresponding laws and regulations.
