Catastrophic weather disasters are characteristic of wide scale of impact, long duration, serve damage, coexistence with other fatalities and sudden occurrence, which inflict lots of loss and problems on the ecology, environment, society and economy. Ever since the release of the“12th Five Year”plan, our country has put the prevention and mitigation of weather disasters on the top developed lists, leading the future direction of modern network information platform for weather forecasting and warning by taking full advantage of modern sciences and technologies such as satellite, radar, and IT. It is a prevailing method to create weather forecasting and warning web client by using RIA technology at present. Flex, however, as one of the mainstream technology of RIA, has gained wide range of application through years of development.In this paper, the author firstly analyzed research status about the weather and meteorology forecasting and warning system in the world, and then by comprehensive analyzing and combining with the current project, decided on the guidelines and methods for the paper. Secondly, technologies including Flex, BlazeDS, GP service, ArcGIS API For Flex were briefly introduced along with these guidelines in the paper. By integrating these technologies according to their features and taking consideration of the weather forecast service needs in Ningxia,an overall client software architecture of Ningxia weather forecasting and warning platform was set up based on Flex, an interaction mode of foreground-background data and detailed function of the client were designed. Finally, the client of Ningxia weather forecasting and warning platform was preliminarily implemented as a combination of basic function of GIS, weather data browse, forecast guidance query, precise weather predict, online product making, online consultation, mock examination, and tool case. This result provides an easy-to-use and extendible operation platform of weather forecasting and warning based on network information for the meteorological bureaus in district, cities and counties in Ningxia.
