Inner Mongolia Autonomous Region is an important province of resources in China, which is the key node of "West-East electricity transmission project" and " One Belt and One Road". It is not only rich in coal, natural gas and other traditional energy sources, new energy such as wind also has a promising exploitation and prospect providing solid resource base for being converted into electrical energy. In recent years, with the rapid pace of economic development in Inner Mongolia Autonomous Region, power industry also developed rapidly as well as the scale of grid projects, power devices became more complex and difficult to manage. Plus, the Electric power consumptive capacity of Inner Mongolia is limited, lack of grid delivery capability. The need of building a number of power transmission lines and increasing transmission capacity is urgent, since traditional information systems obviously cannot meet the challenges of huge amount of information and high-tech requirements. Therefore, how to manage these resources data, plan transmission lines more effectively, provide better decision-making and long-term development targets for power industry and facilitate the development of national economy, is a critical problem needs to be solved. GIS based grid resource planning platform provides a better solution to this major problem.GIS technology has the advantages of spatial information analysis and visualization that traditional information systems cannot match, which is becoming increasingly widespread currently as a planning and decision-making tool in the field of infrastructure. Grid infrastructure is an important resource for national economic and social development, so combining GIS technology in planning and management has become the most popular trend naturally. After comparing domestic and foreign wind resource analysis software and grid planning technology, the traditional C/S (client/server) mode was chosen based on system requirements analysis and functional analysis. In this paper SuperMap spatial database engine SDX+ access to the database directly, The client is responsible to complete the grid resource data processing, data display and accomplish user’s specific requirements, which is the core part of the system. Server is the database providing data analysis support to establish all aspects of information related to transmission line planning and wind resource assessment analysis. Tianditu web map service provides basic geographic data services for our platform. Finally combine SuperMap Objects secondary development platform and large Microsoft SQL Server 2008 relational database, using technologies of computer programming, component and database to establish suitable geographic information system and database platform for planning and designing of grid resources. The use of GIS technology combined with grid resource planning technology can achieve routine maintenance and monitoring dynamic management of grid resources. Wind resource analysis, can effectively provide decision support for development of wind energy resources in Inner Mongolia, and finally in accordance with relevant policies and GIS technology, combined with various natural, economic and social factors to plan transmission line. Take transmission line planning program of "Russia to Hebei ± 800kV power transmission project" in Inner Mongolia as an example to explain specific implementation process in grid planning function module in this platform. This platform can not only reduce the workload of electrical service staffs and has important practical significance for the research and development of power projects in Inner Mongolia, but also provide the basis for government decisions.
