The construction of emergency rescue system is the basic requirements for dealing with diverse disaster threats and challenges, and its main objective is effectively organizing the emergency resources under the sudden disaster environments to minimize the disaster loss. As the cooperation of human society increasingly close, the impact of various disasters has strengthened, which poses high requests for countries exploring effective emergency measures. In recent decades, non-governmental organizations thrives and their performances of dealing with emergencies has attracted much attention, at the same time, they provide some new solutions for emergency response. Experts and scholars have done a lot of exploration and research on how to deal with the relationships between government and non-governmental organizations, central and local governments and so on. Aiming at this problem, given relief organizations relation network, logistics network and information network, this paper establishes an evolution model for disaster relief network based on complex network theories. According to this model, the rescue efficiency, efficacy and equity under different decision situations are simulated and analyzed. The contents of this paper is divided into three parts.At first, this paper analyzes the connotation, features and network structure of disaster relief network systematically, and defines the disaster relief network in this paper as a composite network, which is composed of relief organizations relation network, logistics network and information network in post disaster response stage. The paper then analyzes domestic and foreign research on relevant fields of emergency logistics and humanitarian logistics, and build the evaluation index system for disaster relief network under the ideas of network analysis. The evaluation index system includes three evaluation indicators:rescue efficiency, rescue efficacy and rescue equity.At second, according to the practical reactions for several big disasters since the Tangshan earthquake in China, this paper describes the evolution of disaster relief mode in our country, and points out that the disaster relief mode will change from government-only mode to cooperation mode between the government and non-governmental organizations, from centralized one to decentralized one, which is an inevitable trend. And then the paper summarizes various participating agents in the disaster relief network, makes a detailed classification of relief organizations in the network from different dimensions of organizational scale, organizational functions and organizational status in the rescue, and describes the participation characteristics of each type of rescue organization. On the basis, it analyzes the mechanism of disaster relief network formation and evolution from three aspects, namely evolution of organizational relationship networks, dissemination of demand information and transmission of relief resources.At last, an evolution model for disaster relief network is established. This paper analyzes the influences on the evaluation indicators of rescue efficiency, rescue efficacy and rescue equity, which are brought by initial network, initial network scale, the number of dominant nodes and the way subdominant nodes involved. Meanwhile, the paper notes that the participation of rescue nodes is the main factor that determines the rescue mode, and discusses the three main disaster relief modes under the influence of this factor, including centralized rescue mode, decentralized rescue mode, government and NGO cooperation mode. By comparing the three modes, the paper finds out government and NGO cooperation model is better. This paper also makes a detailed analysis of the decision schemes of disaster relief in the Government and NGO cooperation mode, which has much significance for disaster relief decisions in the Government and NGO cooperation mode.
