As the basic of emergency rescue operations, the quality of the emergency rescue network structure, has a directly influence on the rescue efficiency. Due to the occurrence of natural disasters are unpredictable, rescue organization can’t make accurate judgments for the scope and extent of the impact of unexpected events, at the same time, the rescue organization can’t make an accurate estimate for the relief supplies demands. It is very important to study how to improve emergency response performance, take advantage of each organization, a reasonable set of emergency supplies repository, providing faster and more efficient aid for the affected areas. Emergency rescue network is a typical complex network, and the study of complex networks is a hot spot in recent years, which provides a new way of thinking for the emergency rescue network microstructure evolution and emergency material storage location study and analysis.In our research, based on emergency rescue organizations network, we studied the hit-points requirement at first. Set network disaster emergency rescue organizations, the Government departments, civil society organizations and volunteers in disaster relief interactive formed relations as research subjects. We using MATLAB build an emergency rescue organizations network evolution model, which is based on scale-free networks. Studied the emergency rescue organization network evolution from a complex network point of view, analyze and compare the government and civil society organizations under different modes of cooperation, and the impact of the emergency rescue network structure on rescue efficiency. Analyzed what’s the impact of changing number of victims and Government of the resource control, have on the unsatisfied rate the waste rate and efficiency of rescue time. Demonstrate the effectiveness of the model by analyzing the dynamics, for failure to meet the rate. Then, we propose a better rescue mode with higher human resources and material resources utilization, time allocation is more fairness and improved the efficiency of government interventioa Under government intervention models, the network has more advantages, such as the network structure of anti-interference ability of emergency rescue network is stronger, response time shorter, lower of economic costs, higher resource utilization. Meanwhile, we can get relief activity much more orderly, participation, rapid response, command more accurate.Then, we set the emergency material storage location problem as the research subject, by designing multiple demand scenarios to describe the emergency needs of the affected spot and uncertainties, established a maximum transport distance limitations of robust optimization model. Select the appropriate scene parameters, with the help of Matlab program, using genetic algorithms solved them, get the robustness solution. Established an emergency material storage network, which can not only effectively solve the needs of the large number of emergency supplies, more demand points, and other emergency issues continued to grow, but also improve emergency supplies statistics, raising, allocation efficiency, emergency supplies using more efficiency, improve the emergency rescue network has a certain significance.This study carried out a new way of thinking for the emergency rescue departments, on reasonable allocation of resources, decentralization, and provides scientific measure to use and management of emergency rescue network, and emergency rescue network repository site.
