The Analysis Of Ability Level Constructing System Of Seismic Disaster Evaluation Team Member

Earthquake disaster loss evaluation is an important evidence for the rescue decision, while the specialization and professionalization of the disaster evaluation team is the key to output the evaluation results after an earthquake rapidly and scientifically. At present, the method of assessment and test of the ability of the earthquake disaster evaluation team is still blank, lack of the ability assessment model for the team members. Both relevant national policies and industry characteristics desperately need to study on the earthquake disaster evaluation team member’s ability index system, and establishing a scientific assessment method would effectively promote the ability of earthquake field work in our country. Under this research background, this paper constructs a reasonable, applicable ability index system for China’s earthquake disaster loss evaluation team members, and the main work of this paper is as follows:On the base of understanding and grasping the research status of the talent and ability model at home and abroad, the division of level and ability index of the team members is determined by the brainstorming method from the earthquake disaster loss evaluation experts. The index weight coefficients of each level of the team members are given according to the expert consultation method and expert questionnaire. Considering there are many ability indexes with strong fuzziness, the ability index system of each level of the team members is built by the Secondary Fuzzy Comprehensive Evaluation Method. The built ability index system model for the earthquake disaster loss evaluation team members has been empirically analyzed and tested, which proves the rationality and reliability of the model. More experienced earthquake disaster loss evaluation experts, large numbers of norms and information make this topic possible.The target of this paper, is to establish a suitable set of scientific assessment method and its instruction for China’s earthquake disaster loss evaluation team members, which could serve on a regular assessment and test of the national disaster evaluation team members, it also provides an effective evaluation method for professional and specialized construction of the earthquake disaster loss evaluation team in China. The improvement of the ability and quality of the earthquake disaster loss evaluation team will eventually be transformed into actual benefits of earthquake prevention and disaster reduction.
