The "Belt and Road Initiative" strategy is the highest national strategic of China currently. Xinjiang is the part of the "Silk Road", but also a snow distribution, snow disaster, flood and Sandstorm disasters prone areas. Snow melting and sand dust have brought serious impact on the local transportation industry and people’s lives. In the snow melting period, very easy to cause the spring flood or debris flow, in the spring sandstorm season, causing huge economic losses. Transportation is the basic conditions and an important guarantee for the implementation of The Belt and Road "strategy, provide a full range of meteorological service is conducive to the protection of" The Belt and Road "strategy implementation.In recent years, the only way which must be passed of "The Belt and Road" Xinjiang there is a wide range of continuous snowstorm, spring flood and sandstorm disasters, causing serious harm to the ecological environment, transportation, and people’s life and property, also have a serious impact on the global and regional climate and ecosystem. According to The Belt and Road along transportation lifeline, oil pipelines, gas pipelines and other important surrounding snowmelt floods and dust disaster, using remote sensing, combining all kinds of remote sensing data, the ground observation data and historical information to comprehensive analysis of ground observation snow dust information, then establish the snow / snowmelt flood and dust / dust storm monitoring information database of The Belt and Road economic zone which Xinjiang and Central Asia transport along,and develope the snow / snowmelt flood and dust / dust storm monitoring and analysis service prototype software of The Belt and Road economic zone transport along, design the snow / snowmelt flood and sand / dust storm monitoring products multidimensional space grid database of The Belt and Road economic zone which Xinjiang and Central Asia transport along. Based on the database design remote sensing monitoring and analysis service platform for The Belt and Road Economic Zone transportation lifeline along Xinjiang and Central Asia. Provide regional and customized Pre-judgment and post hoc-assessment of monitoring and analysis service products or reports for The Belt and Road economic zone which Xinjiang and Central Asia transportation lifeline and along important areas.Because of the Java platform independent characteristics and the advantage of X ML in data representation and transmission, the design of the platform development a dopts the combination of Java and XML technology. The system uses the J2 EE platfor m middleware specifications in terms of product development, supporting for XML in data exchange and data export standards. At the same time, using the Web Service dat a interconnection and interflow, and realizing in existing heterogeneous platform cons tructed on the basis of a general technical layer has nothing to do with the platform an d language.Platform architecture is divided into three subsystems: the first one is IT centraliz ed monitoring, the main purpose of which is data acquisition, storage, analysis, and pr oviding basic data for the upper monitoring and process system. The second is IT oper ational process service. The subsystem is based on the IT service management ISO2000, and finds the changes or problems, such as operational processes, so as to achieve standardization management. The last one is unified operations portal, purpose of whi ch is to display the monitoring information.
