With in-depth human exploration of nature, human and natural factors have significantly influenced the world natural heritage. It is the obligation of all human kind to rational plan and conserve world natural heritages, sustainable use its natural resources. By the end of 2014, the number of world natural heritages has increased from the first batch of 4 sites in 1987 to 197 in 86 state parties. The area has extended beyond 14 times from 15,450,000 to 217,530,000 ha(WHC Website). Make it a scientific experimental area, presentation site and Outstanding Universal Value contained asset to inherit to future generations. According to Paragraph 108 of Operational Guidelines for the Implementation of the World Heritage Convention(hereinafter referred to as Operational Guidelines): Each nominated property should have an appropriate management plan or other documented management system which must specify how the Outstanding Universal Value of a property should be preserved, preferably through participatory means. Management plan has become a necessity of nomination dossier. Karst heritage site as one of an important part of natural heritages have got global attention. Due to lack of unified standard, management plan of Karst heritages has faced lots of inconvenience as share and exchanges difficulties, which makes it urgent to study and prepare management plan standards.From 2012 to the end of 2014, according to the requirement of the Operational Guidelines and Convention concerning the protection the world culture and natural heritage(hereinafter referred to as the Convention), this paper have applied several scientific methods as literature analysis, field survey, comparative research and expert consultation, etc, to analyze and summarize existing management plan. Take Management Plan of South China Karst phase I and II as object of study, put forward Outline of Management Plan of South China Karst and Technical regulations for Karst World Natural Heritage Site. The Main study and achievements are as below:1. It is obvious that karst world natural heritage management plans have prominent features and clear classification. Through analysis on 14 management plans of 23 karst world natural heritages located in 18 state paeties within 36 years, this paper summarizes upward trend of World Heritage Committee concerning on karst conservation and management plan; According to the type and validity of those plans, it could be categorized into 7 groups; and it summarizes planning trend for future karst management plans; Abiding by characteristics of plans, those plans can be divided into four categories as: qualitative research and quantitative research, resources conservation and framework of plan.2. The South China Karst World Natural Heritage Site is currently the most well preserved subtropical Karst geo-landscape with exceptional heritage value and aesthetic value. However, it has passed 8 years from management plan of Phase I to Phase II, which makes these two management plan prepared under different requirement and standards. Therefore, each plan has its own characteristics. The paper has elaborated plan characteristics from 5 aspects as: plan theory, plan design, plan preparation, plan execution and plan system, carried out plan characteristics of Shilin Karst, Libo Karst, Wuling Karst and Phase II management plan respectively, which provide basis for South China Karst World Natural Heritage Management plan preparation.3. The paper has put forward principles and requirements of management plan for Karst Sites. Since 1978, there is no principles and requirements for management planning of Karst World Natural Heritage Sites.The paper has focuses on special karst geo-features, hydrological, biological and ecological features, as well as aesthetic features, and summarized lessons from excellent plans at home and abroad, put forward Outline of South China Karst World Natural Heritage Management Plan and Standards of Karst Heritage Management Plan which is technical regulations for Karst World Natural Heritage Site.4. Abide by principles and requirements of management plan for Karst Sites, followed by requirements of outstanding universal value conservation and maintain the integrity and authenticity by the Convention. The paper has designed some countermeasures according to actual situation of each composite site in 10 different aspacts as: heritage value conservation; environmental protection; biodiversity conservation; tourism management; presentation, publicy and education; community involvement and development; scientific research; monitoring and feedback evaluation; management ability and development.
