With the development of RS, GPS, GIS technology and the3D technology, theemergency action based on the three-dimensional geographic information system, iswidely popular in the civilian aspects, and people pay more and more attention to itbecause of its role in decision-making. However, in the military, there is a big gapbetween us and other countries such as American. The research content of this paperwas decided In this background.First of all, the technology of3S was introduced. RS can provide the surfaceimages and elevation data for the system development, which is a three-dimensionalmap visualization data source. GPS and BDS can realize target location andnavigation. GIS can provide a platform for system development.The key technology of3D application system about joint emergency action andoperation of Jilin Province are the three-dimensional plotting and the situationdeduction. The three-dimensional plotting symbols makes terrain have a higherdegree of recognition. By comparing several kinds of commonly used plottingmethod, the advantages of various methods was combinined and the method ofplotting was determined. The situation deduction, can realize the dynamic predictionof events, and test the plan. It consist of event simulation and dynamics. The eventmodel was established by analyzing the influencing factors, dynamic deduction wascombined by model of continuous time.Some softwares was used in the development of3D application system aboutjoint emergency action and operation of Jilin Province, including Skyline softwaresystem, Map X controls and Oracle database. Skyline software system was used tobuild the three-dimensional map. Map X controls was used in map browsing,zooming, translation and others. The Oracle database was used to store and managethe various data.The main functions of the3D application system about joint emergency actionand operation of Jilin Province, was as following: 1. The load of the large amounts of dataData used in the three-dimensional joint emergency operation system includingthe military data and the geographic information data. The military data includesmilitary action simulation data, the target model. geographic information dataincludes a large number of remote sensing surface image, DEM feature and othervector data.In this paper, a large number of data was stored in the Oracle database, and itwas controlled and managed by the database. By using data compression technologyand Distinguishing the type and extent of data, we realized the data loading, and onlythe interested data was loaded.2.3D map visualizationThe data source of3D map includes remote sensing image data, DEM data. Thevisualization of3D map was obtained by overlaying images on the Skyline3Dplatform. This software can resampling images before overlayed. It made thegeographic information more abundant. The Map X control also enables the mapview, edit, annotate, etc. The three-dimensional map made geographic information onthe map even richer.3. Beidou Positioning Information AnalysisBy accessing Beidou system to achieve the Beidou user’s geographic location,timing and other transfer news, information and historical data. The Beidounavigation positioning equipment was installed on the targets, so we can get armyposition and distribution of information in real time, and we can also learn aboutother cooperative combat troops in the specific location of distribution information,control of personnel and equipment, and timely deploy adjustment.4. Three-dimensional plottingThe three-dimensional plotting was mainly studied in the three dimensionaljoint emergency operation system, and with the two-dimensional plotting, the systemrealized the overall integration. When Plotting in three dimensions, at map featurewas plotted on the two-dimensional map the same time. Military plotting on a three-dimensional map by mean of the interface and database configuration files, andthe integrated management and analysis of2D and3D was achieved.The3D map plotting was realized by using the programming algorithm. Thesystem established a three-dimensional model of military base, and prepared amilitary symbol library, drawing on the military action and other special symbols.5. The situation deductionThe situation deduction in the three dimensional joint emergency operationsystem mainly accomplished by establishing various demonstration objects creatingobjects in three-dimensional scene motion path, velocity and time information, andreal-time controlling the movement of objects displayed a deduction scheme of eachprocess. The acceleration pause at any time can be set. In this paper, the situationdeduction about the flood, the fire and nuclear pollution were taken as examples,were showed.6. The query of informationThe system realizes the preparation, transmission, management, audit and otherpaperwork documents, and the query of the weather, the hydrology, the weather, dataand area.The three dimensional joint emergency operation system the preparation,transmission, management, audit and other paperwork documents. The transmissionwas controlled by setting permissions. The previous weather and hydrologicalinformation was stored in the System database, so that the meteorological andhydrological information can be inquired not only today but also in the past by thedate of the choice.
