Flooding is one of the worst natural disaster in our country, and it has high occurrence frequency and the destructive and widely effect, etc.Flood casualties and economic losses for our country, has seriously restricted the sustainable development of our social economy.Effective evaluation can not only for flooding economic losses to the flood control and disaster mitigation behavior and flood control works played by the accurate evaluation on the benefits, but also provide important decision basis for flood relief.But the current flood damage assessment method exists large amount of calculation and operation and low accuracy of assessment of complicated issues, therefore carried out based on spatial information grid and the BP neural network of flood damage assessment study, the main content and innovation points are as follows:(1) The use of spatial information grid technology in flood damage assessment, the first will be divided into the affected area flood character and social economic distribution grid; Then use the superposition analysis method of overlay analysis between the two generated flood damage assessment of spatial information grid; Finally using c # and Arc Engine develop the flood damage assessment system based on spatial information grid.(2) Using the BP neural network technology in flood damage assessment, the first to collect original good flood damage assessment data; Then extract the flood assessment impact factor; Secondly build the construct flood damage assessment model on the basis of he BP neural network; Finally use the programming method to achieve the flood damage assessment system based on BP neural network.(3) The use of the space information grid in the submerged depth of the water extract, and the characteristics of the submerged area statistics, combined with advantage of BP neural network can carry on the normalized to the flood sample data one by one, training, testing, and concluding forecast, builted flood damage assessment model based on spatial information grid and BP neural network.(4) Using Arc GIS Engine development Engine based on the C# programming language, and on the basis of the handle sample data,developed flood damage assessment system based on spatial information grid and the BP neural network, for flooding area in the poyang lake in 2013,and it has carried on the flood damage assessment, the evaluation of the results with the actual economic loss result close, error rate is small.
