Rapid emergency response is an important means for scenic spots to deal with the emergencies, is an important assurance for scenic spots public security. As the tourism market growing prosperity, the scenic area emergency presents increasing trend. So, how to use information technology to increase the efficiency of the emergency dispatch has become an emergency problem for scenic spots. For now, the properties of space and time are not fully used when they respond to emergencies in scenic region. They could not find the solution timely and effectively to achieve rapid processing of events, according to the location of emergency information. The loss caused by emergencies is largely due to the slow response and bad decision; these often bring some negative impacts for scenic area’s economic and reputation.In this paper, we take advantage of GIS in location services and spatial analysis, combined with the existing information systems to research the emergency dispatching which based on the location services, to improve the efficiency of emergency processing in scenic spots, reduce the impact and loss caused by emergencies, promote the scenic spots decision-making ability.The main contents and results of this paper include the following aspects.(1) In this paper, we tease the system which can be used directly or indirectly to emergency command, design the collection and organization of location information, state the integration and transformation of multi-source data, regulate the facilities operation-interface in scenic area, to realize the integration of operation in data, software and hardware.(2) In this paper, we based on the classification of emergencies, formulate contingency plans that applicable to all kinds of emergencies in scenic spots. In addition, we introduce the content of the contingency plans specifically, the duties for each department in emergencies, as well as build the common emergencies model, which achieved digital management and matching for plans.(3) In this paper, we based on the position service, take advantage of buffer analysis, shortest path generation algorithm, combined with the selection rules of staff and facilities to research the collaborative scheduling method for staff, tourists and equipment, provide technical support for the emergency command of emergencies.(4) In this paper, emergency Command System is designed for scenic. We developed and realized the system communications and system functions. What is more, we take the fire disaster for example to verify the feasibility of the technology proposed.In this paper, we designed and developed the Nanjing Niushou Mountain emergency command system. Through the analysis and comparison to the experiment results, the feasibility of the methods was verified. This system provides a new way to resolve the Emergency command in scenic spots.
