With the continuing development of human society and the increasing of population, environmental pollution is getting worse,the ecological environment is destroyed. Global climate change is worsening with all kinds of natural disasters occurred frequently. The ocean as an important part of the earth ecological circulation, play an important role in global climate regulation.In order to study the causes of climate change carefully, they need to know more about the ocean. From the late 1940’ s to the beginning of 50’s, human beings take an important step forward to better understand and development the ocean with the birth of ocean buoy technology. It is not only small and versatile, but also has a long-term stable job in a variety of harsh environments.Because of these characteristics,it gradually become an important tool for human to develop marine resources,utilize of marine research and the main source of marine monitoring data. With the development of modernization, the ocean buoy is widely used in ship navigation, marine environmental monitoring, marine exploration, marine climate monitoring relating so many areas such as economic, environmental, military, energy, climate.This paper is based on the Polar scientific expedition project of Ocean University of China. In cooperation with the Ocean University of China and the China National Offshore Technology Center, we designing of a low power, high reliability and low cost of the new polar ocean buoys-ice base towed ocean buoys by considering comprehensive demand arctic climatic conditions and Arctic research data. What the function is to collect Arctic meteorological parameters, 100 m vertical section seawater salinity and temperature, and monitor the movement of Arctic sea ice.The buoy floating body of ice and ice under cross body composed of two parts. Ice floating body is composed of data acquisition, ARGOS satellite communications and power supply system. The ice data acquisition using STC12L5A40S2 as the core controller which equipped with a temperature and humidity sensor, pressure sensor, GPS satellite positioning module. It realize the data acquisition and transmission through a series of algorithms and C language programming technology. In order to make full use of wind resources in the polar, the power supply system uses a rechargeable lithium battery for power supply system. The system based on a vertical axis wind power generator for rechargeable lithium batteries, greatly improving the service life of the buoy.The body section under the ice equipped with a CTD sensor, electric control valve, a small vacuum pump, oil bag, connected by a 100 meter cable with the portion ice. Using the STC12L5A40S2 to control CTD data acquisition, exchanging the data through "485" communication protocol with ice part. The section body floating and sinking by control ling electric control valve, vacuum pump to change the oil sac volume.In the process of floating,it collects the parameter of seawater temperature, salinity and water depth every meter.After more than a year of effort, from components selection, project demonstration program,structure design,preparation of hardware circuit and software system of the platform. It’s possible to improve the stability performance and low power consumption on the basis of meeting the demand. Due to space constraints, the experimental test can only be done in the laboratory. After a month of Kaoji test and experiments in Fuxian 100 meters underwater, scheduled to meet the basic requirements, is preparing to launch the North Pole.
