Research On Synergistic Performance Mechanism For Bio-related Conventions In China

The loss of biodiversity element cause secosystems services threatened and the global envir onmental problems.To solve the promblems, many bio-related conventionshave been proposed all over the world. A large amount of actions have been done since China was commited to the four conventions. The conventions are set according to the theme, departments or areas separate ly, the establishment of synergy performance mechanism could avoid confliction, improve the pe rformance efficiency, reduce the burden on national implementation, coordination of the national and international levels, the establishment of collaborative performance mechanism is the inevit able trend of the development of China’s performance.Convention on Biological Diversity, United Nations Framework Convention on Climate Cha nge, United Nations Convention to Combat Desertification, Ramsar Convention, Convention on International Trade in Endangered Species of Wild Fauna and Flora are the most closely conn ected to bio-related conventions.The thesis summarizes the international rules and related literatu re to analyze the situation of synergy performance in the internation and in China.Based on the request of synergistic performance, we compare the same work on bio-related conventions in China and propose the synergistic areas that are polices,regulations and related national institutio ns,public consciousness,scientific research,monitoring and evaluation,communication for informatio n,some Countermeasures of synergy performance the two conventions were given to China unde r discussion:First, strengthencooperation of different agencies cooperation performance.By establishing a sy nergistic performance conventions government office to coordinate the bio-convention scros scom pliance issues arising in the processSecond, byestablishinga scientific decision-making platform between biodiversity an ecosystem se rvice and pushing the IPBES in the domestic implementation of exploring to promote the coord ination between relevant conventions;Third, by establishing the convergence of scientific researc hbetween the Conventions, we can choose typical areas and typical cases to carry out the scientific research related performance bi o-conventions issues;Fourth, using of national biodiversity information exchange platform to establish information sha ring mechanism;Fifth, developing amonitoring method and technology system to comprehensive considering moni toring index and standard of conventions;Sixth, popularizating related knowledge to strengthecohesionbetweenthepublicconsciousnessandthep erformanceaction;Seventh, participating in IPBESprocess to establish multistake holder partnerships, ensure the IP BES positive impact to our country.
