| With the gradual promotion of classification reform of public institutions,a large number of public institutions are facing the situation of transformation and upgrading.In order to further adapt to the needs of social and economic development and highlight the public service function of public institutions,it is necessary to provide system guarantee in the competition and training of talents.Therefore,the traditional personnel management model of public institutions is in urgent need of reform and innovation,especially in the performance-based wage distribution,fair income distribution system and scientific incentive mechanism are the nutrients for public institutions to maintain fresh vitality,and also the stimulants for employees to play the entrepreneurial passion of the officers.The way of performance-based salary distribution guided by post contribution and post value plays an important role in attracting,training and motivating talents.Since the classification reform of Ningxia H Geological Exploration Institute,the original income distribution policy has not adapted to the development of public welfare function,especially in the aspect of performance-based salary distribution,which has not achieved effective incentive effect,and even caused dissatisfaction,problems and contradictions of most employees.Under the opportunity of the national and local governments advocating "the distribution policy oriented by increasing the value of knowledge",by consulting relevant literature and theories,and using the research methods of field survey,interview and questionnaire survey,this paper finds and analyzes the existing problems and reasons in the performance salary distribution of Ningxia H Geological Exploration Institute.In view of the outstanding problems,research and design the performance salary distribution scheme guided by the post contribution and post value,combined with the assessment results,break the original"Equalitarianism" strong distribution mechanism,give full play to the incentive role,improve the initiative and enthusiasm of employees,and provide institutional advantages for individuals to better play the geological public welfare service function.At the same time,it provides a reference scheme for the reform and innovation of the income distribution system of the geological exploration industry. |
