Flood model is a mathematical model that can be used to flood disaster monitor and early warn. We expand its functions, completing the practical application of DOA schema. Current study about hydrological data and correlation facing lacking of accurate quantification standards. But many hydraulic construction are built on highest hydrological data as their standards. This study proposes a method by using the history of rain data inferred conservancy construction disaster capacity. Today’s model for flood disaster’s research focuses on the study of hydrological models. Existing hydrological models its main drawback is unable to meet the needs of real-time prediction. The reason there are three main points, lacking of real time data; the computational process is cumbersome and time-consuming and low level of automation.The major work has been done are follow:(1) This registered by the data center management services layer is containing Internet data and its own data, and make it available to everyone to use.(2) Calculation of critical processes in the form of flood hydrology model is published as GP services, so the model calculation parts away from the client.(3) This platform is divided into three layers, namely service component, data flow components, and front desk showed part of it. This study establishes a real-time data center server, it using ArcGIS Server publishing a variety of parameters which hydrological models require, and set up a flood early warning and monitoring system based on DOA platform, its results can be shown visually in the emergency command system in Sichuan province, and emergency command geographic information system parts work together.The major innovations are following:(1) This study proposes a method by using the history of rain data inferred conservancy construction disaster capacity, avoids the difficulties of disaster threshold with traditional research, actual data in a 1-hour, 24-hour average maximum is over the same time period of history, determine the regional flood disaster.(2) This research through the creation of rainfall data registry, the Central Meteorological Observatory and 2,419 national ground weather stations rainfall data registered in the server of the Internet, and published as a Web service for easy system integration calls. Data updated every hour from the Central Meteorological Observatory, DRC also gets it per hour, timeliness, accuracy and reliable.(3) The model calculates quickly, dependence less on hardware, using the GP service model procedures and implements model easy to invoke, reduced links between models and data.Flex programming language used in this system, using the ESRI for Flex API 2.5 version to interact with ArcGIS Server, obtain and publish real-time rainfall data, temperature data and so on is written in ASP. Real-time data catch from the Central Meteorological Observatory, the distribution of soils, land use, DEM and annual average highest rainfall data are respectively from the Chinese Academy of Sciences in Nanjing 1: 1 million national soil database, Landsat7 satellite imagery, Aster 30 m G-DEM and manual of the storm flood calculation in small watershed of Sichuan province.Registered with the DRC and published this Internet data to Web services, and more than one GP service model as white-box model, linked to rainfall data, queries and other operations, focusing and light-weight calculation process, as well as real-time data publication modular model calls for service, although its accuracy is not high, but also built up application of real-time rainfall data and hydrological model.
