With the development of GIS and related disciplines and integration, GIS is widely applied in various industry. They include the flood mitigation project, which is the non-application. Flood disaster loss is the most serious calamity in all natural calamity of our country, As while as the development of urbanism and socio-economic,the damages caused by floods is also growing. The paper study the basic principles of the GIS network model, show a designer of transfer people in the flood calamity,promptly transfer the affected residents to a safe place,at the same time,reduce the losses caused by the flood of casualties.Base the road network analysis, establish the network for personnel affected by the floods. And according to the transfer process based on the actual situation,the idea of flood disaster analysis based on"point-line-point"is put forward. The submersed residential area are regarded as the "Source Point", the refuge are regarded as"Meeting Point", the road are regarded as "line". Program to determine the optimum refuge, consideration of various subjective and objective factors, and gives the project of evaluation index, based on the statistical analysis of spatial Analytic AHP to determine the influence of a small major power. GIS superposition method for choosing the weight.According to GIS use in flood disaster evacuation system,the projects that satisfy some limited conditions are picked out through the overlay algorithm of hierarchical maps in GIS. Then use the network optimization model to determine the final project .In the Search for the best path, with a view to the road networks usually have many network nodes. introduce Dijkstra algorithm which storage by adjacency matrix, greatly reducing the storage space.Try best to pass the main road,so the put out the best path search based on the road level model, which will be divided into three levels.And introduce the ideal of restrictions on the search for better regional level transition, mean to not only greatly enhance efficiency in the search, but has also improved the reliability of the best path. In the aspects of calculated in the road right,because of the difficulty in obtaining various paramenters a random simulation method for calculation weights is put forwad.Then,come down to the handling of emergencies. Finally, take a storage area for an example, based on Geographic Information System design principles,introduce the Demand Analysis and the design of the structure and functions, also gives the key methods of achievement, and conduct feasibility analysis of the ultima transfer projects.
