Yiyang is situated at the banks of the North of Dongting Lake in Hunan province.Since ancient times,the land is flood-prone. During the Republic of China, The floods are more frequent and serious, Presents a high frequency, wide range, great flood peak, long duration and other features. The reasons, On the one hand, restricted by the changing climate, complex topography, river hydrology and other natural factors, On the other hand, restricted by the frequent wars, political corruption, economic prosperity, water conservancy disrepair and other social factors. Successive floods to Yiyang area,have a profound impact on population, economic, social, medical and health care. Not only caused a large number of population death, undermined the normal production and living, cause disease outbreaks, cause social order turbulence, but also caused the public mind great trauma. After the flood, whether government or non-governmental organizations, have taken measures to ease the harm of flood.Through giving away the food, grantingfunds,executinglow prices,strengthening health and epidemic prevention; advocating the welfare to work; increasing agricultural relief fund to reduce the harm of the flood. However, due to the constraints of science and technology, Especially official fraud and corruption in the late Republic of China,available funds are limited, the slow development of the industry and agricultural relief, which greatly reduced the effect of its implementation. Through the study of Yiyang areas flood of the Republic of China,provide historical reference for disaster prevention and reduction in dongting lake region.
