Today,with the high-speed development of digital city,the difference between the pipeline buried technology, ownership units and buried time causes that the underground pipe network information is unknown, data management is chaotic and the visibility of information is poor, resulting kinds of pipeline inflict different degrees of damage under the construction and repair, they not only endanger the personal safety, but also caused huge economic losses. City pipe network survey technology has already become the key of pipeline status survey, only doing the city pipeline survey work with the high starting point, high standard, high quality and high benefit, uniting basic information and managing the pipeline network data dynamic and orderly, could meet the needs of modern city construction.Field data collection work of city pipe network mainly includes exploration and mapping, the key point of the paper focuses on the measurement technology and pipeline detection technology is rarely mentioned.The paper bases on analysis of design principles, the main function, structural framework, the basic technology, relies on GNSS and GIS the two frontier technology——CORS and Mobile GIS, according to the census mapping business characteristics of city pipe network, uses VS2008as the development tool, takes C#as the language, takes mobile GIS as platform for system data collection, management, analysis under Net environment, mainly focus on studying Network RTK positioning results of mobile GIS, quick coordinate conversion, dynamic data matching between Network RTK and Mobile GIS, organization of mobile GIS data. GIS expression,intelligent control and management platform data fusion of network RTK data, etc, to solve backward technical means of the current city pipe network information collection, low efficiency and low degree of digitization etc.
