Method Of Knowledge Prompt In Scenario-response Of Meteorological Disaster

Meteorological disasters are the disasters caused by change of meteorology. Inmeteorological disaster response structured, semi-structured and unstructured decision-making problems are intertwined. Therefore it is difficult to response to meteorologicaldisaster. In this case, decision-makers try to use methods of scenario analysis to describedisaster events and then make decisions based on individual analysis of scenarios."Scenario-response" clarifies complicated cases with providing decision makers withcomprehensive and critical information so that decision makers generate reasonablemeteorological disaster response plans.Some important research methods are involved in scenario-response ofmeteorological disaster. In the study, methods of constituting unconventional emergencyinformation systems, methods of knowledge management research and "scenario-response" in emergency management methods are considered. The method ofknowledge prompt in scenario-response of meteorological disaster is discussed based onanalysis of scenario-response of meteorological disaster in this paper.Firstly, the information environment of scenario-response of meteorologicaldisaster are determined. The index of information environment includes (1) the featureof meteorological disasters (2) society information of meteorological disaster (3)information of damage caused by meteorological disaster. The information of responseto meteorological disasters includes reducing the losses (preparing emergency resources,transfer and resettlement, search and rescue missions), rehabilitation and reconstruction.Secondly, we study the knowledge construction and knowledge prompt of“scenario-response” of meteorological disasters. In order to take a holistic perspectiveof "scenario-response" knowledge, this paper constructs "scenarios-response"knowledge systems and the interaction between knowledge. In order to carry outprompting knowledge, this paper discusses the mechanisms of building "scenario-response" knowledge, the ways of building "scenario-response" knowledge andmethods of prompting knowledge based on knowledge flow.At last, the methods of disaster scenario analysis described above to carry outdetailed analysis of meteorological disasters in Shenzhen are used.
