Applied technology achievement is the most important part of the scientific and technologicalachievements. It relates to the level of industrial development and makes effect on the contributionof technology to the level of economic development that whether applied technologyachievements could be transformed into productivity or not efficiently. The thesis focuses onsystem modeling and simulating, in which multilayer hierarchical ridge regression method is usedfor the research of applied technology achievements transformation system. The researchbackground of applied technology achievements transformation system is introduced in the first.And secondly, on the base of analyze of the structure and mechanism of the applied technologyachievements transformation system, an operation mechanism model of applied technologyachievements transformation system is constructed. Thirdly, a system-level data-based model isdeveloped which is based on the statistical data of Shanghai from2000to2011, and make asimulation and prediction on the system. Fourthly, a system simulation platform of the appliedtechnology achievements transformation system is constructed with the MATLAB and VBAhybrid programming method. Finally, according to the result of the simulation on the systemsimulation platform, the thesis presents several policy suggestions for the governmentdecision-making on how to promote the applied technology achievements transformation.
