The Evolution Of And The Comparison Between The Contemporary Chinese And Foreign Development Views

Development and evolvement are the main theme for human beings. Especially after the Second World War, almost all countries have paid attention to the development problems. In the modern sense, development means the overall, harmonious and sustainable development of the whole society, including economy, politics, culture, sources, environments and human beings. Coming from the development practice, development view is the main view for the development itself in the philosophical sense. And then, the development view is used to guide the development itself.Just after the Second World War, some contemporary foreign countries only paid attention to "the economy increase" , and then to "the multi-dimension change of the whole society" , and then to "the basic needs theory" , and then to "the sustainable development view" , and last to "overall, comprehensive, inherent development view" . But, soon the CCP and our government found the shortage of this development view. Since the third Plenary Session of the 11th Party Central Committee, Deng Xiaoping , basing on the conditions of China and the world, proposed the development view of "taking the economy as the dominant factor" and "not aiming at the economy only" . Later , Jiang Zemin proposed the view that "development is the 1st task for the CCP" . And he also strived to find a new mode which is all-round, balanced, sustainable. Facing the 21st century, Hu Jintao proposed the Scientific Development View according to the interests ofthe whole country and our party in the new century. Taking the man as the dominated factor is the core of the Scientific Development View. Its basic principals are all-round way, coordination and sustainability. And only adhering to "five unified-planning" will we put the Scientific Development View into use. /From the evolution of the contemporary Chinese and foreign development views, we can see that both development views began to pay more attention to taking the man as the dominated factor. And the course of posing this thought is hard and long. Because different countries have different conditions, their development views have different features. Generally , foreign development views are formed earlier than Chinese ones, so there is much in their views that we can make use of. The evolution of the contemporary Chinese and foreign development views also integrate the synchronization with the asynchronization.The New Development View of Francois Perroux, a French learner, has the same background and modes of thinking with the Scientific Development View, but their philosophical bases and analysis are not the same. The posers of the two development views are not the same too. The posers of the foreign development views are some learners and organizations, which is different from the one of the Scientific Development View, whose poser is CCP and our government, so their effect of implementation will be very different. The implementation of the foreign development view must be limited, on the contrary, the Scientific Development View will be implemented more effectively, because it conforms to the national conditions and the popular wills. It will also play the leading role in building the comparatively well-off society. It is the "timely rain" for our practical problems, and at the same time, it is the model of other developing countries. It shows that China, a socialist country, is responsible for the whole world. In all, Chinese development practice and views are the most advanced in the world and will make great contributions to the whole world.According to the comparison between Chinese and foreign development views, we can say that the Scientific Development View is our and othercountries' reasonable choice. It also shows the superiority of the socialist system. We also realize that the development views which are fit for the conditions of ones' own countries are essential.
