The Study Of Reforming Program The Science And Technology Ltd. Of CIAC

The Science and Technology Service Ltd. of Changchun Institute of Applied Chemistry (CIAC), Chinese Academy of Sciences was founded in October 2000 on the basis of rear service center according to the requirements of the National Knowledge Innovation System. This reform is certainly positive for preliminarily realizing industrialization of rear service system and well adapting the requirements of knowledge innovation engineering, however, further reform should be adopted to eliminate defect of the current system and confront the challenge from social environment.Based on the current situation, the system reform has to target"simplification of system and people, equal pay for equal work and role transfer", following the principles of"stable transfer, gradual promotion, improving system and changing sense". Therefore, the reform of the Science and Technology Service Ltd. of CIAC is divided into three steps: the first, to create good inner- and outer-environments for its performance; the second, to smooth assets-funds relationship; finally, to furnish the joint-stock transformation.The system reform of the Science and Technology Service Ltd. of CIAC has clear starting point and goal. It proceeds in certain time, place and environment. Applying project management approach, i.e. WBS (Work Breakdown Structure) method, this thesis describes the reform flow chart and protocols our own WBS.Any reform cannot exclude the influence of the environment. Through studying the history of the rear-service-system reform in our country, motivation of the reform and related national policies, especially understanding the basic idea and main approaches for the rear-service-system reform in the Chinese Academy of Sciences, one can find and collect theoretical bases and practical guidance.Any reform cannot leave the history of the system to be reformed, and should exhibit specific features. Summarizing the history of the Science and Technology Service Ltd. of CIAC, analyzing the organization, staff distribution and situation and financial situation, and comprehending the difficulties of the reform, e. g. misgivings of employee to the reform, how to determine the salary, difficulties of employee redirection etc., can further provide practical references and performance guidance.According to reform plan and pre-analysis, we protocol the reform contents. In July 2005, CIAC began the reconstruction of the Science and Technology Service Ltd. The reform includes: 1. evaluation and contract of the total funds; 2. organization simplification; 3. equal pay for equal work; 4. open application of the position; 5. industrialized salary. The reconstruction is focused on studying how to reform the management system and performance system.
