However, the independent innovation is not equal to closing.The opening condition of independent innovation should make full use of the international and domestic resources. FDI is an important resource for the regional technology progress and innovation will affect its technological overflow effects.But there is a difference about how to use foreign capital in accelerating technological overflow, accelerate and enhance the ability of independent innovation. It is a extremely important mission in Shandong province as an economic transition.Foreign direct investment shows difference from domestic capital.It is the combination of technology and patent. FDI plays the different role in different developing countries. As a production factor, it not only directly influences the development of the national economy, but also influences the introduction of advanced technology and management experience immeasurably.This paper expanded the FDI technological overflow effects on the study of the factors into the perspective of FDI on technology innovation level, evaluating the utilization of foreign direct investment in Shandong province, exploring and evaluating how to effectively solve the utilization of foreign direct investment, to accelerate the technology progress, to promote endogenous technology innovation. FDI technology spillover effect is uncertainly to the developing host in research on the innovation of technology.This paper will also measure and calculate contribution of the nature and technology level, so as to provide effectively recommendation in introducing the FDI.The conclusion through the study:(1) Foreign direct investment in Shandong from Hongkong has not promoted technical innovation and technological progress. The main reason is that foreign investment projects most belong to capital centralization and low content of technology from Hongkong.(2) FDI has obviously promoted technical innovation of technical progress in Shandong from important countries.But its investment projects and investment capacity are too small in Shandong province to play the important roles.
