With the rapid expansion of traditional postal saving service in Jilinprovince, there come forth many interim services based on it. To support thedevelopment of interim service, we opened a technical system in our provinceat the end of 1999. After several years of running, developing, systemupdating and maintenance, a highly efficient operation and maintenance groupwith experiences is formed. This not only brings broad social influences butalso a great number of economy benefits to post office.National postal bureau required for 'unified version' of postal savingservice software at the beginning of 2005. 'Unified version' redefines a numberof criterions for accessing interface and dealing methods for interim service aswell as periphery system. It said that, "postal saving service must beindependent with interim service;postal saving service system only handleswith those services related to postal saving accounts while interim services andcash services without mention of accounts are processed by interim servicesystem;independent account, checking and management will apply to interimservice system;postal saving system uses balance settlement as capitalchecking rule with interim service system;the two system should checkingaccount daily and use trade checking rule and deficiencies checking rule asbasic principles."Although some updating work has been done, our interim service systemstill lagged behind 'unified version' a lot. Furthermore, a great number ofdesign deficiencies emerged during the system operation. We need to updateour system in order to fit the requirements of 'unified version' and make thesystem layout more reasonable. The optimizing of service flow andreconsideration of system logical structure will make the system more stable.After has been updated, our system can connect to 'unified version' andsystems in other provinces.The author of this article has taken part in the whole updating process ofinterim system in Jilin province before unified version of national postal bureaucame into use. The author has profound knowledge of interim system and caneasily pick up bugs in this system. In this article, the author expatiated on thereason and background of rebuilding of Jilin postal saving service interimsystem firstly. National postal bureau standardization work group published theinterface standards for interim system and asked for rebuilding of provincialsystems in order to peel Green Card service from interim service system andrealize optimization of service flow. A rebuild group has been found in ourprovince to coordinate the function and face with the problems during thisrebuilding. The author is in charge of compiling for general plan of this flowrebuilding project.After carefully analyzed national bureau's requirements, the authorformed a sketch for interim service system flow rebuilding project in Jilinprovince. The author firstly talked about the system with service people,maintenance technicians in information center and customer operators. Then theauthor spent lots time in integrated analysis of front service flows, accessmethod of interim and peripheral system, capability of interim service systemand unified version criterions. Finally after inner postal offices discussion andfurther revisions, an integrated and standardized general design has beenformed. The author also evaluated the system after it has been put into use.In this article, the author explains concepts involved in postal interimservice flows, analyzes logic structure, service type and interim service statusof former interim system. Then the author begins to introduce the scheme forthis project and analyzes service flow after rebuilding. The author also mentionsdesign for communication and other related parts. Then, the administrationstructure in Jilin post office interim service is redesigned. In this article, theauthor gives personnel rearrange plan for service department, informationtechnical department and town post office administration department. In theend, this article evaluates and measures the rebuilding project for interimsystem by introducing the plan and implementing procedure. The article focuseson the structure explanation of new system, and gives peripheral systemrebuilding methods as well.This article provides a detailed rebuilding plan for Jilin post office interimservice platform. This plan meets the access requirements of 'unified version'provided by national postal bureau. According to status of our province, itdescribes the rebuilding and updating project for interim and peripheral system.This plan helps to realize service smooth transition from former provincialinterim and peripheral system to 'unified version' system. It contributed tointerim service platform design.
