Analysis Of Situation And Countermeasures For Coal Cities

At present, the energy problem, especially non-renewable energy obtaining, is already not only a pure economical problem, but gradually evolves the focus of the national politics and the national security question. The coal is one of our country's main energies, and it occupies more than 70% in the disposable energy consumption. The coal cities are based on the coal's exploit and use, and which make the tremendous contribution for the national economical development. Now coal cities' resources reserve accelerates consumption because of coal exploit intensity enhancement, but the associated environmental pollution problem and the ecology destruction problem are more and more serious day by day. The two problems have gradually threatened these cities' survival and development, and even some coal cities have been already in the condition of "the coal to be used up and the city declining". So it is urgent and extremely essential to study the rules of coal cities' development and find the ways of sustainable development.The sustainable development is the coal cities' inevitable choice. It's necessary to analyze their developing trends and estimate the sustainable development, which are premise and basis of studying the counter-measurers of the sustainable development. This paper, based on the thought and the theory of the sustainable development and applyingthe urban economics > the natural resource economics and the ecological city theory, has studied the developing situation of the coal cities (take Shuozhou city for example), and proposed counter-measure of the sustainable development.The paper mainly focuses on:Firstly, It has studied the relevant theoretical research, it has discussed the coal cities developing rules and the basic characteristics;Secondly, based on the data's gathered by on-the-spot investigation, it has established the analysis target system, and adopted the principal components analytic method to make a vertical analysis of the typical coal city - Shuozhou city's developing trends of economy > societyn resources and environment, Then it indicates that Shuozhou city is developing well in all-round way, and especially in the recent years, various aspects has displayed the strong growth tendency driven by the coal market;Thirdly, it has estimated the current situation by the analytic hierarchy process to shuozhou city and concluded that the Shuozhou city is in a basic sustainable state, and then it discovered its advantages and relative disadvantages in development.Fourthly, based on the above analyses, it has studied the favorable factors and opportunities as well as the problems and challenges faced;Lastly, using the contradictory universality and the particularity, ithas induced the coal cities' solutions to the sustainable development, and provided the ways of sustainable development in Shuozhou city considering the facts.Based on the research on the general coal cities, This paper has mainly studied Shuozhou city's development situation (shuozhou city is one of important coal cities in Shanxi province) . It has utilized the massive statistical data, taken the real diagnosis proof as the foundation, and adopted method of qualitative and quantitative analysis to dwell on developing rules of Shuozhou city and come up with the solutions to the present developing situation. The research has the certain theoretical and practical significance to the Shuozhou city's development, and also has certain influence on the similar cities' development.
