Early in 2004, in the Jilin Province'planning framework of revitalization of old industrial bases of Northeast, government of Jilin Province stressed that we should base on our resource and mainstay industrial advantages and develop energy industry, metallurgical industry, textile industry, new building materials industry and tourism as emerging industries and wish foster them into the future mainstay industries. Because emerging industries are economic growth point, could meet the new market demand and extend the industrial chain, form mainstay industries clusters and provide favorable support and protection for the rapid and sustained economic development of Jilin Province.When Jilin Province chose five emerging industries, it depended on the only indicator of industrial GDP proportion. That way of choice lacked objectivity. On the evaluation of methods and statistics data, the industries can not be evaluated completely. Accordingly, my thesis devoted on studying how to design evaluation system of emerging industries objectively. My thesis began with the formation and development of emerging industries, introduced concept of merging industry, analyzed the necessary of emerging industries and the relationship between emerging industries and other related concepts.According to economic and social development of Jilin Province, industrial development, industrial composition and characteristics of industrial system of Jilin Province, we defined the industrial development stage of Jilin Province'industry.We could evaluate Jilin Province'position which was in the national economic structure and Jilin Province'ability of sustainable development objectively As underdeveloped areas, one part of old industrial bases of...
