At present,our country is in the crucial period of transformation of economicdevelopment mode, the development of strategic emerging industries has become themost important work in China’s economic development, the cultivation anddevelopment of strategic emerging industries has far-reaching significance in thetransformation of economic development mode in China and promote the sustainableand healthy development of national economy.The author of this article bases on reading a lot of documents and data collection,analyzes the importance of China’s strategic emerging industries, present situationand restricting factors, by using the method of linking theory with practice andnormative research method, put forward our country’s strategic emerging industries’development path. This paper is composed of five chapters.The first chapter is the introduction, as the beginning part, it mainly includes theresearch background, the significance of the topic, the research situation at home andabroad, the research ideas and methods and the paper structure.The second chapter is our strategic emerging industry’s definition, first of all, itdefines the concept of strategic emerging industry, it is divided into two parts:strategic industries and emerging industries; second, it generally descript the featuresof strategic emerging industry, its features are mainly summarized as the followingfour points: science and technology innovation, sustained growth, industry association,high risk.The third chapter is the present situation of our strategic emerging industry’sdevelopment, first of all, it points out the good part of the development of thestrategic emerging industry, it mainly introduces these fields: the informationtechnology industry, the biological industry, the equipment manufacturing industry,the new energy, the new materials field, and so on; second, it analysis the constraints of strategic emerging industry in our country, the main constraints are these points:resources and energy restriction, technology restriction, supporting policy, system,mechanism restriction.The fourth chapter is the foreign country’s policy to develop strategic emergingindustry and the enlightenment to us, it mainly analysis the policy to developemerging industry in the United States,in the European Union and other developedareas of the world, in respect of wealth tax policy, these countries have attached greatimportance to the emerging industry financial input, tax cuts and governmentprocurement, in order to promote the development of emerging industry; in thefinancial policy part, the developed countries in addition to provide financial supportto the emerging industry, but also attaches great importance to the role of riskinvestment policy; in respect of policy of science and technology, these countriesgenerally guide and encourage the cooperation mechanism, and pay more attention tothe protection of intellectual property, promote emerging industry high speeddevelopment.The fifth chapter is our country’s strategic emerging industry’s development pathchoice, the first part is the emerging industry’s independent support, China’s goodeconomic foundation and the broad development space provide the necessaryconditions for the development of strategic emerging industries, the governmentshould formulate development plans, develope various types of supportive policies,participate in international cooperation and by stimulating the market demand thecompletion of the new results into the market in these areas to support the strategicemerging industry development. The second part is based on the transformation oftraditional industries to new industries," Emerging" concept in addition that iscompletely independent of the" new", also is after the upgrading of traditionalindustries’" new", strategic emerging industry ’s development cannot leave thesupport of the traditional industry, through the introduction of information technology,and improving the capability of independent innovation and other means, integratingthe resources of traditional industry, in order to complete the traditional industrytransformating to the strategic emerging industry.
