The Optimization And Innovation Of System In The Process Of Urbanization In China

Urbanization is a worldwide social and economic phenomenon, which is the inevitabletrend and common law of humans' progress and social and economic development.Urbanization has become an historical trend which could not be reversed. All countries in theworld are pushing on the process of urbanization, especially developing countries whoseprocess of urbanization is faster. Thus it is a significant task of our social and economicdevelopment in the beginning of 21st century and historical mission that must beaccomplished for achieving modernization in the middle of 21st century to implementurbanization strategy and accelerate urbanization process. There are mainly four parts in thispaper:In the first part, it explains the connotation of urbanization. Through reviewing differentunderstandings from different disciplines in their fields and main viewpoints approved bymost people, the writer briefly gives the explanation of urbanization. As a further illustration,it makes comparisons of several related definitions.The second part introduces the world process of urbanization. Through overall reviewingworld process of urbanization, the writer summarizes the general characteristics of the processof the world urbanization development, analyzing American's and Japan's process ofurbanization in order to find some laws and experiences that is helpful to our urbanization.In the third part, the writer analyzes the process and features of urbanization in China.The process of our urbanization development in China in this paper is divided into six stageswith detail narration. The speed of our urbanization development after opening up isobviously faster than before, however, it is generally lagging to the level of economicdevelopment. Especially in the 1990s, it even shows the sluggish trend. It could be said thatthe lag of the urbanization level has already hindered the path of social and economicdevelopment. So speeding up the process of urbanization has significant meaning to promoteeconomic development and social progress.In the last part, the writer first illustrates the meaning of system and the important rules itplays in the process of urbanization. After analyzing the situation, features of related system(census register system, social security system, employment system), it can be seen thatcurrent system has impeded the normal development of our urbanization, and the lag ofsystem innovation is the deep restraint in accelerating the process of urbanization. Finally, thewriter gives proposals on the optimization and innovation of these systems, aiming to solvethe problem that is comparative lag of the level of our urbanization from the view of systeminnovation. Thus it could further promote the process of our urbanization in China.
