This paper mainly focuses on the issue of urban poverty from a brand-new angle that takes urban privileges into consideration. Under the condition of a dualistic structure formed by urban and rural areas, as the planned economy and other common or extreme urban privileges exist, the emergence of poverty-stricken population are inevitable when urban populations fail to flow back to rural areas.
