Urban housing removal system is not only an important community policy system, but also a urban environmental economic question which academic circle pay attention to. Concerning the interests among govenments, real estate developers and the owners of removal housings, it comprises many focis such as state policies&laws, land policy, land use and property policy, citizen privilege and real estate market condition. Therefore, it is a significant theoretical issue and urgent practical problem how to estbalish and improve a proper removal system which can not only adapt the demand of socialism market economy and uphold the benefits of citizens but also a favors urban economy development and society stable.Urban housing removal system is comprised by many systems such as removal licensing system, removal estimate system, removal compensation system and removal dispute process system, And urban housing removal compensation system is the core link, and it is also the basic system which involves bilateral benefits in the levies. In the current, urban housing removal compensation system has many realistic problems, and minority groups' protection and the entity compensation have become the contradictory focal points in the removal process.How to take the active area of housing removal? Researching Jinan city of Shandong province as a case, this paper of focuses on the core of urban housing removal system, the urban housing removal compensation system in the view of juristic economies, deeply analzyes the history of the system development to the correlative studies, analysis systematically the relationship of different entities, the causation of removal compensation formed and the running cost of removal compensation system. It put forward some practical suggestions for performing removal policy more efficiently. The headlines of this thesis is as follow:The first part is introduction.In this part, the author analyses the background, purpose and significance of thesis from the view of economics and defines the concept of urban housing removal, the concepts of removal system and its compensation system, and analyses the current status and deficiency of existing urban housing removal, then recommend research topics.In second part, the author carries out systematic analysis on relevance of urban housing removal system, and provides the necessary knowledge and theoretical foundation for the later study.In third part, the existing urban housing compensation system is analyzed. Based on the analysis on the formation mechanism of urban housing removal compensation price, take Jinan City as an example, the author establish a driving force model. This is the main content of this issue and it includes the following aspects:(1) Analysis and corrective economic evaluation on the changes of urban housing removal compensation system. The author analyzes different historical stages of urban housing compensation system changes, and uses economic theory and method to give analysis to the adaptability of levy compensation policy to policy environment during different historical periods.(2) Study on urban housing levy stakeholders behavior. The interests object of urban housing removal includes govenments, real estate developers and the owners of removal housings. Game theory is uesd to analyze the behavior and relationship of individual subjects in process, and to describe the economic behavior of government, the developers and the owners in the collection.(3) The research on compensation price of urban housing removal. The author studies on the formation mechanism of urban housing removal compensation price in order to take empirical analysis on compensation price changes in Jinan over the years to impose the drive factors charge compensation price changes and build a driving model for compensation price. The fourth part is a summary of the research, and the content for further study is presented.In conclusion, urban housing compensation system innovation should follow the path that regulate government rights and protect people's property right, follow the principle of fair compensation, to achieve the goal by equality legislation and judicial control. Research results provide some useful insights and have policy implications on promoting the reform and innovation of housing compensation system.
