Why does this phenomenon happen? On the one hand, it has related to the whole system. Under the circumstance of pressure-type system, business invitation as a forcible task allocated by the upper government makes town government have to pay more and more attention. On the other hand, the development of town government and local society also need business invitation, it is that town government wants to increase its finance and revenue after canceling agricultural tax. And the economic development of local society makes business invitation become an important thing.This article takes the business invitation of X town in Jiangsu province as case, it reviews the whole process of business invitation in X town by investigating on the spot. Next, the article discusses the necessary of town government intervening in business invitation. On the base of particular description of business invitation in X town, the article puts forward a simple suggestion about the direction of villages and towns system reformation for those Eastern developed towns which resemble to X town in China. Namely, we should intensify the villages and towns political power rather than weaken it in the areas where town governments take more economic function.
