Research On Strategic Industrial Of Hunan Province In The Context Of Fast Urbanization

Since China's reform, fast urbanization promote regional economy, new industry creation, and industry structure enhancement. However, as a developing country with large population and rare arable fields, China urbanization faces internal pressures from employment, resources, and environment. To ensure fast urbanization and harmony and consistency in regional economy, it is important to set up strategy for regional economical development.In 2004, urbanization rate is 35.5% in Hunan. Hunan is in the stage of fast urbanization. Facing fast urbanization, how to quickly strategically adjust industrial structures and realize national industrial structural transition becomes a crucial issue. What are the trends of strategic industrial development in the context of fast urbanization? How to choose an appropriate industrial strategy? How to achieve strategic transition in industrial structure? To address these questions, this thesis uses Hunan province as the sample for empirical research and establishes a theoretical model/system of the evolution and development of industrial strategic structure transition in the context of fast urbanization.The thesis is organized as follows. I begin with an analysis of the features of industrial structure development and the emphases in fostering strategic industries. Based on the analysis, I conclude that strategic industries can stimulate the national economy, adjust the operation of national economy, and lead the transition of industrial structure. Besides, strategic industries should also promote environmental enhancement, societal harmony, and innovation capabilities.I then use Hunan province as the sample for empirical research. First, from the analysis of current status of industrial structure in Hunan, Iconduct a SWOT analysis to assess industrial development potential of Hunan. The analysis indicates that Hunan should develop its strategic industries based on its natural resources, geographical economy, and technological potentials. Second, I discuss how to select strategic industries from three aspects: selection criteria. Based on a discussion of basic principles of selecting strategic industries, principles of constructing indices, I establish an index system for selecting strategic industries in Hunan. Following this index system, I argue what strategic industries in Hunan should include. A brief analysis of development potential for each industry and a layout of strategic industries in Hunan are also included. To conclude, I offer several policy recommendations for selecting and fostering strategic industries in Hunan.
