| The society rescues , as the last safety net of the social security, is the basic security of the living right to the specific social members falling into the difficult position. It is playing the most critical role in the entire social security. If this safety net had the flaw, the left-out crowd will fall into the infinite poverty, which will probably hinder the social development and the reform advancement, cause the society turbulence, affect the social stability and harmony. Therefore, our urgent matter is to reform the society rescue systems to help the impoverished individual, family and social group get rid of the difficult position. This article tries hard to make a scientific and systematic research for existence questions of our country society rescues. This article uses the research methods of integrating the qualitative investigation and quantitative investigation, unifying the theory and the practice. Pay more attention to the reality and the application of quantity method while emphasize the integrity and scientific of theory.The research object of this article is the reform of society rescue system in China. The article is divided into five parts:" Firstly, the author makes a basic summary for the present situation and the achievement of the research of the society rescues from four aspects. Such as therelationship of the society rescue with the citizens' rights and the government' s responsibility, identification of the social rescue objects and rescue standards .Then elaborates the research background of the reform of society rescue system in our country from three aspects, such as the gap between the poverty and wealth, the drawbacks of the existing society rescue system. Secondly make a summary and synthesis of the elementary theory of society rescues. In the third part, the author summarizes the study results aboard on the basis of an international comparison. The fourth part, the author analyzes the questions of the existent society rescue system in China.
