Building And Operating Of Intermediary Service System For Technological Innovation Of Small And Medium-sized Enterprises

Small and medium -sized enterprises (SMEs) play important roles in current China's economic development and the improvement of nation's overall abilities of innovation are impacted by SMEs' abilities of technological innovation, especially independent innovation. However, the Chinese SMEs are too weak in technological innovation abilities to balance with the roles they play in the economic development. Therefore, powerful support services are needed, and the key point of the enhancement is to improve intermediary services system for technological innovation of SMEs. Firstly, this paper analyses the importance of the SMEs in economic development and technological innovation and obstacle of SMEs in technological innovation, then expatiates the theory base(dealing cost theory), industry orientation and function of intermediary services system for technological innovation of SMEs;Secondly, this paper presents intermediary services system for technological innovation of SMEs of several developed countries, and educes some benefit revelation;Thirdly , the paper tries to build a framework of intermediary services system for technological innovation of SMEs which consists of five subsystems , including technology incubating and introducing system, information and equipment resource sharing system, venture investment and financing system , production transferring and technology dealing system, and emphasize on demonstration analysis of productivity promoting center, enterprise incubator and technology market;Lastly, this paper discusses the " five trends" operating mode of intermediary services system, and submits some policy suggestions about promoting the intermediary services organization of technological innovation.
