Concentrated heat-supply is a special enterprise in frosty areas. The industry itself developed through a single building, blocks to large areas with the development of industry, expansion of cities and growth of architecture. Playing the important role of social security system, heat-supply industry has a direct effect on people's living standard and even has a relation to the social's stabilization.Energy crisis is now impacting the whole world, and the situation is even worse in China. Recently, with the rising of coal's price, the traditional boiler heating companies are faced with big problems. In addition to that, advanced heating technologies are pouring into the domestic market. For the traditional boiler heating companies, the main rivals are the Power-heating Cooperation companies.The article studied the development strategy of Dalian A Heating Company, following the steps of "raise problems- analysis problems -solve problems", and made a detailed analysis on both the outer environment through the macro environment, industry environment and competitors, and the inner environment through the analysis of key factors to success, core competing ability, value chain and existing problems. Based on the analysis, the author made a concluded using the means of SWOT. Finally, the author suggested some strategies in the seven aspects of capital guarantee, human resources, organization innovation, marketing, technology management, Business Cultures and office automation.
