In the course of developing of economy all over the world, competition andcollaboration are the brightest motifs. People pay more and more attention tocompetition between countries,regions and cities. On the other hand, countries,regions and cities direct their orientation in eagerness in the economy system of theworld. These days, city gradually becomes independent role in the competition ofeconomy instead of country. Researching urban competitiveness and strengthening itis the trend in such scientific field.Recent years, researching urban competitiveness when doing urban planning iscommon. Urban competitiveness is a very comprehensive concept, no singlestereotype has been formed and deemed as widely accepted so far, leaving great roomfor scholars to quest and research eve wider or particular.This paper aims at questing for new things, taking the method of single-factorresearch on urban competitiveness which is different from traditional ones, and seeingabout its characters and effect, for the purpose of doing some help to research. By theway, on the base of practices, this paper analyzes how characters of city affect urbancompetitiveness and establishes corresponding assessing system, then, take the cityDeZhou in ShanDong province as an example, it brings out practical developingstrategy to strengthen urban competitiveness by figuring characters of the city, and, itemphasizes that urban planning is indispensable.The main body of this paper contains five parts:First part: Basic knowledge. It mostly introduces background,significance,purpose and some concepts of this research, besides, the relation of urban planningand urban competitiveness.Second part: Theory system and research progression. It sets up theory base ofthis paper by analytical introduction of foreign-grown and locally-grown theory onurban competitiveness.Third part: Methods system and contents frame. It introduces methods those arebeing adopted in different level, and establishes frame of contents of this paper.Fourth part: Research on urban competitiveness in the condition of singlefactor——characters of city. It establishes corresponding assessing system, afteranalyzing characters of city and urban competitiveness and their relations.Fifth part: Practical research part. It chooses four cities to be compared andanalyzed. Besides, taking DeZhou city as an example, it puts forward developingstrategy to advance urban competitiveness and the requests to urban planning.Sixth part: Summary. It sets forth conclusion of the research and innovation ofthis paper, then, introduces the thoughts about further job.
