Research And Assessment On The Financing Scheme Of The Highway Across Qiongzhou Strait

The highway across Qiongzhou strait is the point transportation programming item of Ministry communication in the near future. Not only is it the key project for perfecting the 《National Superhighway Network Program》 , but also has important politic and economic meaning for our country.This paper firstly introduced and analyzed the foundational establishments financing theory, and induced the financing complexion of domestic and international typical highway passage projects. Secondly the paper analyzed exterior environments of the project including economy, society, law, policy and public finance etc. And then it introduced the theory of financing mode and got the reasonable financing modes for the project by calculating project IRR. After that the paper brought forward three kinds of financing scheme definitely and analyzed them in details. Based on information entropy theory and grey system theory, this paper formulated the integrated estimations model that is applied to the three financing schemes. Finally, the paper proposed detailed project financing conclusion and suggestion as well as the shortage of the paper and the direction of research in the future.
