Along with the acceleration of our country market economy step and furtherreform of state-owned enterprise, small and medium-sized travel agency of the limitedcompany start to mount the historical arena. These enterprises' development andgrowth will be playing a vital role in tourism in the future。The human resources management is vital to the middle and small scale travelagency, which has a marked and special industry characteristic. To some great extent,only has it to be able to construct core competitive ability and the competitiveadvantage between the industry.However, human resources management of small and medium-sized travelagency actually perform badly. A lot of companies takes insufficiently in the humanresources management and be short of continuous and the integral human resourcesmanagement system. At the same time, core staff job hopping rate is absolutely high ,along with a great personnel flow frequency. All of them seriously affected small andmedium-sized travel agency to sustain development. How to make a effective HRMalready became one of core question of tourism with urgency and need a completesolution.At first , This paper pointed out the theoretical and practical meanings andreviewed existing HRM theory. Then, based on the relative theory, this articleanalyzed the problems and its factors of HRM in small and medium-sized tourismenterprise. Beside that, feasible HRM system and meanings were proposed toreformed small and medium-sized tourism enterprise. At last, combined withanalysis the HRM system and change process of KL travel agency Co, Ltd, where hasbeen established successfully, this paper analyzed the innovation and practice of HRMsystem in small and medium-sized enterprise as well as its effect in KL travel agencyCo, Ltd. Meanwhile, this paper proposed suggestions on further improvement .theauthor expect this paper can help them to improves the human resources managementsystem to the small and medium-sized tourism enterprise and even the general smalland medium-sized individual service enterprise, constructs the enterprise's corecompetitive ability and the competitive advantage. At the same time, it would alsolays the certain foundation for the further research.
