The knowledge management (hereinafter called KM) graduallybecomes the hot topic of the management area. This thesis is discussingKM in government organization administrating.The KM may divide into five big modules, its model is:KM=( P+K) S Among this model, P represents "the people", K represents "theknowledge", "+"represents "the technology", S represents "sharing","="represents "the process and the step".First, only government in the choosing, using, training, remainingand promoting with ideology of KM, can they follow the step of time.Second, the tacit knowledge is suitable to personal strategy;thedominant knowledge is suitable to code strategy. Carrying out KM shouldfollow knowledge movement principles and take measures to impel theshifting of knowledge.Third, many specialized technology tool have been developed forKM. The BLOG technology is one kind of non-specialized KM technology.The influence of technology to government administrating is becomingbigger and bigger.Fourth, government should establish knowledge operationmechanism, verification mechanism and rewards and punishmentmechanism in order to guarantee the power of knowledge increasingexponentially.Finally, after preparation, pushing and maintain stage, the first cycleof KM program will be completed.The ultimate objective of KM is to establish study organization, inorder to enhance core ability of government.KM causes the government flat, internal personnel's promotionbecomes difficult;and, KM in government is more complex than inenterprises. These questions are all to be considered in the future.Australia Bureau of Statistics has a good practice in KM.
