Research On Project Management Of The Primary Lines Technical Upgrading Of Xichang Cigarette Factory

With China's entry into WTO and its signature of WHO's Framework Convention on Tobacco Control, the tobacco industry is facing grave challenge. Therefore, the country's tobacco industry has carried out the expansion of famous and excellent brands, the concentration of production capacity and the determination of direction of technological progress of Chinese-style cigarettes, the restructuring and consolidation of enterprise, as well as the reform of internal management system within the industry and macro- level institutional reforms and provided opportunities for a series of reforms and major strategic adjustments.Therefore, the technology of tobacco production has to be upgraded and the traditional management methods are out of date. Since there are huge investment, changeful problems and many people to be involved, it is a complicated systemic engineering to upgrade Therefore it must be managed by the theories and methods of modern project management.Take Xichang cigarette factor's the primary lines technical upgrading project(XPTUP) as an example, apply the managing principle and technology of modern projects to the program system structure design, planning and controlling model of each subsidiary managing system unit in XPTUP. The key methods and technologies such as project management, budget management, risk management etc. are studied systematically for XPTUP in the paper. The main issues are as follows:(1) Based on modern theory in project management, analyze the significance of the combination of Xichang subsidiary of XPTUP and modern managing theory.Therefore, the article's main idea are further clarified..(2) Taking the aim and function of the primary lines technical upgrading project plan as a starting point in consideration, with the introduction of the prearranging ideas such as concept design, detailed design and rolling design, the thesis puts forward project working structure resolving method based on WBS three-class model to realize the working structure resolution by using gradually-deepened gradation model and laying foundation on better plan, staff disposition(3) For the reorganization of cigarette factories in different place, risk management, risk identificationy, risk analysis and risk control are studied systematically for XPTUP in the paper. Based on the collected documents, the principle and process are proposed, the risk factors are identified and its corresponding risk bill is finished by use of history documents, brainstorm and expert assessment. Then, the accident tree and the fish bone map are used to analyze the risk factor attributes and danger in XPTUP. Meanwhile, the risk in XPTUP is evaluated by means of expert judgment and mathematic model, which provides scientific reference for risk control.(4) Realizing the budget structure resolution by using gradually-deepened gradation model and laying foundation on better plan, staff disposition and budget plan.The above research achievements have already been explicitly carried out in the construction management of XPTUP and phase success has been made. It is proved that the managing program put forward in this thesis is applicable and in accordance with the current domestic situation and provides scientific evidence and effective theoretical guidance in XPTUP management.
