| Under the background of globalization, knowledge-economic and sustainable development, the development of world economy becomes more and more regional. The innovation ability and the regional innovation system of a region turn into the determinant to get competitive advantage. It is known to all that, regional innovation theory can bring technique resources and intelligent capital into modern regional development theories, and it's a new perspective for regional development theories.However, are regional innovation systems which everywhere establishes catholicon for every area? Facts from regional economic development show that, there is great distinction of regional innovation efficiency among different areas. One of the main reasons is system-disabled.The aim of the study is to provide better insight into the efficiency of regional innovation system. Using the samples of 11 cities in Zhejiang province, I measured their efficiency of regional innovation system.The paper is divided into five sections:Chapter one is introduction. In this section, the subject of the study is offered through generalizing the developing process of regional innovation system's efficiency, and the confine of the study is fixed based on the aim of the research. Also, the theoretic and practical significance of this study is discussed.Chapter two is the reviews. In this section, the theories of regional innovation system and the theories of innovation efficiency are reviewed as the theoretical base of the study.Chapter three is the theoretic fame of the efficiency of regional innovation systems. This section is the keystone and main innovation of the study. A new perspective is offered in this part, which divided the efficiency of regional innovation systems into three parts, technical efficiency, economic efficiency and social efficiency. And the theoretic analysis fame is offered.Technical efficiency measures the ratio of the expenditures of S&T to the results of S&T. Economic efficiency measures the ratio of the results of S&T to the realistic economic productivity they make. Social efficiency measures the ratio of the results of S&T to the social responsibility, especially the ratio of the results of S&T to the environment.Chapter four is the positive study. According to the theoretic fame, I appraise technical efficiency, economic efficiency and social efficiency by using the C2R model of DEA. Also, the cases of 11 cities in Zhejiang province are examined.Chapter five is the policy for improving the efficiency of regional innovation systems. Based on the positive results and the theoretic fame, the policy of technology supporting, system assistance, circumstance service and value appraisal building and is suggested. |
