The rural county road is the vital component of the network of highways in our country, and the important infrastructure which strengthens the social hemutopoiesis fuction of the rural economy. In the past few years, though the road construction of towns and counties has made great achievement, a lot of problems still exist. Among them, the key one that restrains further development of rural county road is how to raise the construction fund effectively.This thesis, which proceeds from the current situation of rural county road of our country and developmental trend, in terms of public economics, analyses public products attribute and the attribute of local public products of the rural county road, the supply subject and main fund-raising channels, defines the taxation and guarantees that road toll is the best way to compensate the supply cost of rural county road. However, because the current collecting system of road toll results from planned economy system for a long time, many drawbacks which are not in conformity with socialist market economy. Especially, closed collection and management never coincide with "dotted line" characteristic of highway transport and the openness of highway operation, thus the collection of road toll and its service efficiency are not high, particularly in agricultural vehicle and motorcycles. Because of regional protectionism and low consciousness of vehicle owners and the change of vehicle types, the leak rate of collecting road toll always remain high.This thesis, based on the data sample of collecting road toll of agricultural vehicle and motorcycles in 11 cities of Jiangxi Province, describes the exiting problems, makes a concrete analysis of the origin cause of formation of different problems, lists some management methods and measures which raise the collecting rate to a certain degree and take effects in practice. At the same time, it illuminates basic situations of the practice and reform in the collection of road toll in Hunan and Hubei Province. On the basis of full proof in theoretical systems, policy environment and operation, the thesis proposes new modes and plans of the collection of road toll which can meet the needs of the changing situations, thus helps to standardize the order of collecting and managing road toll of agriculturalvehicle and motorcycles in Jiangxi Province, improves the environment of the collecting and makes the distribution relation among counties, cities and the province in order, arouses the enthusiasm in the whole province, improves the actual collecting rate and raises the fund for the road construction in towns and counties.
