Design Of The Institution And Its Structure Of Green Technology Innovation

With the sustainable development strategy being accepted all around the world, people gradually recognize that the development of green technology innovation and the cultivation of its ability is the only way to pursue the sustainable development of economy-ecology-society compound system and to perfect green technology innovation system. The paper carries on the systematic research of green technology innovation institutions which is the impetus, guiding power and restriction of technology innovation and probes into the institutions innovation approaches.First, the paper begins with the concept and the structure of technology innovation institution and puts the institutions into three categories: basic institution, core institution and guarantee institution. The green technology innovation system is then regarded as a complex adaptive system (CAS) and as the "information", "tagging" and "building block" of the system; the institution and its relation with technology are analyzed by using the relevant theory. Through the analysis, the function, motivation mechanism and the concrete arrangements of technology innovation institution are put forward.After the theory construction, the paper analyzes the green technology development overview and the institutions arrangement condition of three developed countries and region: Japan, America and European Union; gives out the successful and effective experiences of the green technology innovation institutions like: government-promote institution, green accounting and audit institution, green purchasing net organization, national environmental technology strategy, environment programming and green label institution, etc.Finally, in virtue of the motivation and restriction mechanism of the green technology institution, the paper analyzes the status quo and the existing problems of the institution of China. The successful experiences of those developed countries and region are used as preference to China's green technology innovation institution arrangement, and several suggestions and improving measures are brought out, meanwhile, the possible design of China's green technology innovation institution structure is given in hope of boosting the green technology innovation and sustainable development of our country.
