Research On Institution Innovation Of Wenzhou Government From The Point Of Economic Development

Economic development has been the most important work of the nation's government all over world, so does it in our country. In North's opinion, institution is the root of economic development. However, there are differences among areas'economic development level in our country under the same macro environment. The reason is that there are new differences in local government institution innovation.This paper bases on WenZhou model, and researchs the problems exist in government regulation, the reasons why these problems exist, and then make pertinent solutions, thus carry out sustainable development in Wenzhou's economy.This paper primarily discusses the design and work of finance management institution, environment management institution, and administrative approval institution in Wenzhou government.First of all, we summarize some different point of views of home and abroad scholars on Wenzhou Model. We show some relevant concepts and basic theories of New Institutional Economics, discuss the relationships between institution and economic development, these work establish the theory basement of this title. Besides this, we expatiate on the development stages which Public Administration has experienced since its beginning, and this provides theories for this paper to solve these problems.Secondly, on the research of the background, connotation, development of Wenzhou Model, we analysed the effect of Wenzhou government in the development of Wenzhou Model, and we analysed the content of institution innovation. Meanwhile, we point out that there are still some problems in the institution of Wenzhou government, and particularly analysed the reasons of these problems particularly.At last, as to the problems exist in Wenzhou government, we in a creative way construct Wenzhou finance-biology management institution, three-dimensional environment management system and administrative approval institution. At the same time, we bring forward the guidance of constructing these three institutions, and put forward relevant institution innovation strategies.
